Today, the EM Radiation Research Trust has sent a response letter to all Sefton Councillors and local Members of Parliament. This letter presents new legal and scientific evidence highlighting the risks posed by wireless RF radiation to public health.
The follow-up was necessary because Sefton Council dismissed our letter sent to central government on 30 January 2026, which raised urgent questions about the World Health Organisation’s RF EMF systematic reviews and public health implications. A copy of the 30 January letter can be viewed here:

These letters together demonstrate the growing body of legal precedent and independent scientific evidence that councils and regulators cannot ignore when assessing the health risks of wireless infrastructure.
Key points raised in today’s letter include:
High Court Judgment – Velma v Somerset Council (12 January 2026): The Court quashed a council decision for failing to treat a further homelessness application as a fresh application despite substantial medical evidence. This sets a legal precedent that councils cannot dismiss health-related evidence without proper inquiry.

- • Steven Thomas’ successful legal challenge against Cheltenham Borough Council.
- • A UK child awarded a special education plan (EHCP) due to Electromagnetic Hypersensitivity (EHS).
- • Early ill-health retirement and Employment Support Allowance awarded to a social worker due to EHS.
- ◆ Independent scientific evidence:
- • Professor James C. Lin’s review of WHO RF systematic reviews identifies major methodological flaws, dismissals of thousands of studies on oxidative stress, and conflicts of interest.
- • Evidence that RF radiation can contribute to oxidative stress, cancer, neurological disease, reproductive harm, and accelerated ageing.
- • The effects acknowledged even by ICNIRP, such as impacts on peripheral nerves, are often overlooked by councils in planning decisions.
- Legal obligations under the European Electronic Communications Code (EECC): Councils, as competent authorities, must consider public health in all authorisations for wireless networks and infrastructure, including both historic and current scientific evidence. Compliance with ICNIRP alone is not sufficient.
- Exemplary local leadership: Castle Point Borough Council is cited as a positive example of engaging constructively with public health evidence and community concerns when planning 4G/5G infrastructure.
These points underline the urgency and national relevance of the letter. Sefton Council and other authorities cannot ignore the growing legal and scientific evidence regarding RF EMF exposure and public health.
