FOI Request Sent to the Health and Safety Executive (HSE)

22nd July, 2025
Today, the EM Radiation Research Trust sent a formal Freedom of Information (FOI) request by recorded delivery to the Health and Safety Executive (HSE), demanding transparency and accountability regarding non-occupational EMF exposure and fire safety risks associated with infrastructure such as mobile phone masts, 5G towers, and Battery Energy Storage Systems (BESS).
This action responds to growing public concern about EMF emissions and fire hazards near homes, schools, hospitals, and nature reserves. It also draws on two powerful developments:
📌 The World Health Organization’s 2025 review:
“There is evidence that RF‑EMF exposure increases the incidence of cancer in experimental animals…”

📌 Thomas v Cheltenham Borough Council [2021]:
A Court of Appeal ruling confirmed that EMF emissions are a material planning consideration, even where national guidelines like ICNIRP are cited.

We are asking HSE to clarify:
- What monitoring (if any) it has done on EMF exposure in public (non-occupational) settings
- What it knows about fire hazards linked to BESS and telecoms infrastructure
- What actions or communications have occurred regarding infrastructure oversight where health or environmental concerns were raised
This is about public safety, transparency, and scientific accountability.
