On 21st July 2025, Eileen O’Connor, Director of the EM Radiation Research Trust, sent a formal email to Dr. Mònica Guxens, Coordinator of the EU-funded GOLIAT project, with copies to research ethics and integrity contacts at ISGlobal and the University of Bristol.
The email requests clarification on whether relevant declarations of interest and conflict-of-interest statements have been published in accordance with Horizon Europe’s ethics protocols particularly regarding occupational exposure studies conducted by the University of Bristol as part of the GOLIAT research on potential health effects of 5G.
Given that this research is now being referenced by public officials in decision-making around 5G deployment, the Trust believes transparency is essential for maintaining public confidence and trust in the scientific process.
This inquiry is made in good faith and does not question the integrity of the research. Instead, it seeks to ensure that any relevant affiliations such as links to industry or guideline-setting bodies like ICNIRP are openly declared and appropriately managed.

Dear Dr. Guxens,
I am writing in relation to the ongoing GOLIAT research project examining the potential health effects of 5G technology, with particular reference to the real-life occupational exposure studies coordinated by the University of Bristol.
This research has been cited by local councillors and public bodies in the context of evaluating potential risks associated with radiofrequency (RF) exposure from 5G infrastructure. In the interest of maintaining public confidence and ensuring scientific transparency, I would be grateful if you could provide clarification on the following matters:
- Have the investigators affiliated with the GOLIAT project especially those leading the University of Bristol components publicly declared any actual or potential conflicts of interest?
- Has the consortium or the University of Bristol published formal Conflict of Interest statements or Declarations of Interest in accordance with EU Horizon Europe ethics protocols?
Specifically, could you please confirm:
- Whether any GOLIAT-affiliated researchers currently hold, or have recently held, positions within ICNIRP or similar guideline-setting bodies;
(b) Whether any team members have received direct or indirect funding, consultancy fees, or other forms of support from telecommunications companies or related industry groups.
