Why Cell Towers and WiFi Do Not Belong on School Grounds
In this powerful piece, Theodora Scarato explains why wireless infrastructure does not belong on school property. Schools should be places of safety, learning and wellbeing, not commercial sites for radiofrequency radiation exposure.
She highlights serious concerns about outdated US exposure limits, which also underpin standards in the UK and many other countries. Both the chart showing exposure levels around the world and the image illustrating how children’s brains absorb more radiation are from her Substack. These guidelines are based only on short term heating effects and do not address long term biological impacts. When it comes to children’s health, precaution must come before profit.

WiFi in schools must also be urgently reviewed and replaced with safer wired alternatives. Children are especially vulnerable, with brains that absorb more radiation than adults.

UK Schools and 5G Concerns
Liverpool now hosts the largest 5G mesh network in the UK and the second largest in the world. During the EM Radiation Research Trust investigation, we recorded the highest RF readings ever taken in the UK, at levels comparable to those identified by Mona Nilsson and Lennart Hardell in their 5G investigations in Sweden. We called for a full investigation into the illness in the school and the unexplained deaths of two young children.

Historical UK Precautionary Guidance – Sir William Stewart
Warnings issued 25 years ago by Sir William Stewart, the UK’s former Chief Scientific Adviser to both Margaret Thatcher and Tony Blair, remain highly relevant today. In 2000, as chair of the Independent Expert Group on Mobile Phones, Sir William published the landmark Stewart Report on mobile phone safety.
We call on the UK government to act on the Stewart Report recommendations, ensuring full planning scrutiny and explicit protection of school sites from the “beam of greatest intensity.” Given the substantial scientific evidence accumulated over the past quarter-century, including WHO/IARC findings, animal studies, and documented health effects, it is reasonable to assume that if advising today, the Stewart Report would advocate for even more stringent protections and wider precautionary measures.
Key Stewart Report Recommendations – The “beam of greatest intensity” from any mobile phone base station should not fall on school grounds or buildings unless explicitly agreed by the school and parents.
Stewart emphasised that populations are not genetically homogeneous and susceptibility to environmental hazards varies by age and individual genetic factors: “There are additional factors that need to be taken into account in assessing any possible health effects. Populations as a whole are not genetically homogeneous, and people can vary in their susceptibility to environmental hazards. There are well established examples in the literature of the genetic predisposition of some groups, which could influence sensitivity to disease. There could also be a dependence on age.”

In 2007, Stewart told BBC Panorama that mobile phone and mast exposure could potentially affect cognitive function, molecular biology, and even induce cancer:
- “… there may be changes, for example in cognitive function… there were some indications that there may be cancer inductions… there was some molecular biology changes within the cell, and these were issues that we had to bear in mind.”
Despite these warnings, planning safeguards have been steadily eroded. The rollout of wireless technology, including 5G, has introduced not only small cell antennas but also large masts sited immediately next to homes, schools, and on rooftops of buildings, often without public consultation or full planning scrutiny. This widespread deployment ignores the Stewart Report’s original recommendations for safeguarding vulnerable populations and ensuring rigorous oversight of base station placement.
The EM Radiation Research Trust calls forpermitted development rights for mobile phone base stations should be revoked. All new base stations, including those under 15 metres in height, should be subject to full planning scrutiny, particularly near schools and other sensitive sites.
