RF/EMF Exposure and Human Health
16 October 2026
The US Department of Health and Human Services (HHS) is the federal department responsible for protecting the health of the American public. Through its Request for Information on RF/EMF Exposure and Human Health, HHS is inviting submissions and evidence from interested individuals and organisations worldwide. This provides an opportunity for people from different countries to share scientific research, raise public health concerns and contribute to the discussion on RF/EMF exposure and human health.
The EM Radiation Research Trust is pleased to publish the submission by Eileen O’Connor, Director and Co-Founder of the Trust, in response to the HHS Request for Information on RF/EMF Exposure and Human Health.
This submission brings together personal experience, concerns raised by affected communities, scientific research and references, and many years of public engagement and campaigning on radiofrequency electromagnetic fields (RF/EMF) and human health.
It examines reported immediate and short-term effects, as well as longer term health concerns associated with RF/EMF exposure. It highlights the importance of independent scientific research, transparent evaluation of the evidence, meaningful public consultation and effective public health safeguards.
The submission also calls for urgent consideration of the precautionary principle. Given the widespread use of wireless technologies and the exposure experienced by the public, we believe protecting public health must remain a priority. Appropriate measures to reduce avoidable exposure should be urgently considered alongside continued independent research, particularly in relation to children and other potentially vulnerable groups.
As part of this contribution, we are also making the ECOLOG report (2000) on mobile telecommunications and health effects available as supplementary scientific material. Both documents contain scientific references that we encourage readers and decision makers to examine.
The EM Radiation Research Trust believes that public health policy must be informed by open scientific scrutiny, transparency and meaningful engagement with the public. Concerns about RF/EMF exposure deserve careful consideration, and scientific uncertainties should be addressed through independent research and responsible, precautionary decision making.
We invite readers, researchers, policymakers and members of the public to read the submission and consider the issues and recommendations it raises.
