Global Scientists Urge Pause on Wireless Expansion as EMF Risks Remain Unaddressed

In December 2025, a coalition of U.S. and international scientists, led by the International Commission on the Biological Effects of Electromagnetic Fields (ICBE-EMF), formally urged the U.S. Senate Committee on Commerce, Science, and Transportation to scrutinise the Federal Communications Commission’s (FCC) fast-tracking of cell towers and wireless infrastructure. In a letter submitted ahead of a crucial Senate oversight hearing, these experts warned that the FCC’s radiofrequency (RF) exposure limits, unchanged since 1996, fail to reflect decades of peer-reviewed evidence showing biological effects at levels far below those currently permitted. They cautioned that continuing to roll-out wireless technology without updating safety standards or assessing potential health and environmental impacts risks exposing the public to unnecessary radiation, particularly vulnerable groups such as children and pregnant women.
John Frank, MD, ICBE-EMF Chairperson, physician and epidemiologist at the University of Edinburgh, and Professor Emeritus at the University of Toronto, stated:
“Current government limits for wireless exposure based on the FCC and ICNIRP do not ensure safety. Based on hundreds of studies published over the past 30 years showing adverse effects at non-heating levels, far lower than the regulations allow, the International Commission on the Biological Effects of Electromagnetic Fields is calling for a halt to the introduction of new technologies and immediate action to reduce public exposure. We caution all governments that the science clearly demonstrates that both the U.S. FCC and ICNIRP limits are fundamentally flawed.”
Our perspective at the EM Radiation Research Trust: We fully endorse this call. The ICBE-EMF warning echoes the extensive independent scientific evidence we have long highlighted showing that current exposure limits are outdated. In the UK, we continue to see widespread deployment of wireless infrastructure without proper assessment of health risks, particularly for vulnerable groups including children, pregnant women, the elderly, and people with electromagnetic hypersensitivity. Policymakers and regulators must adopt the precautionary principle and ensure that RF-emitting technologies are not expanded further until rigorous, science-based safety standards are implemented. Public health and environmental safety must take priority over rapid technological roll-out.
