
FCC Submission Confirmed: EM Radiation Research Trust Speaks Out
The EM Radiation Research Trust is pleased to announce that our reply comments to the U.S. Federal Communications Commission (FCC) have been officially accepted in WT Docket No. 25‑276, concerning the preservation of local authority over cell tower siting, permitting, and regulation.

Our submission opposes the FCC’s proposed preemption of local oversight, which would undermine community safeguards, ignore mounting scientific evidence, and remove protections for children, schools, and other vulnerable populations.
Key points from our submission include:
◆ Peer-reviewed research (Balmori, 2022; Henshaw & Philips, 2024) shows populations near mobile phone base stations report adverse effects, including radiofrequency sickness, cancer, and biochemical changes.
◆ FCC exposure limits mirror ICNIRP thermal-only guidelines and do not account for long-term, cumulative, or subtle biological effects.
◆ Industry self-certification in the UK has repeatedly failed, with applications submitted by dissolved or inactive companies.
◆ Mechanistic studies validate non-thermal biological effects of RF EMFs and electromagnetic hypersensitivity (EHS), reinforcing the need for local authority to require independent testing and precautionary measures.
The EM Radiation Research Trust urges that local authorities retain the ability to enforce setbacks, review cell tower applications, and protect communities from emerging RF exposure risks.
