The Radiation Research Trust is highlighting a submission by Professor Oleg Grigoriev to the US Department of Health and Human Services (HHS) on electromagnetic fields (EMF), radiofrequency exposure and human health.
Professor Grigoriev, Chair of the Russian National Committee on Non-Ionizing Radiation Protection, has contributed to international discussions about electromagnetic exposure, biological effects and approaches to exposure standards.
His submission draws attention to Russiaโs long history of EMF research and raises questions about biological effects, exposure standards and the importance of considering international scientific literature.
The Radiation Research Trust and the International EMF Alliance (IEMFA) have also worked to bring international research and perspectives into this discussion. Our own submission to HHS provides further background on our work with Russian researchers, including our interactions with Yuri and Oleg Grigoriev.
Russian EMF Research: Historical Evidence and International Cooperation
In his submission to the US Department of Health and Human Services, Professor Oleg Grigoriev highlights Russia’s long history of research into the biological effects of electromagnetic fields (EMF) and the development of national exposure standards.
He describes a research tradition extending over approximately 130 years and discusses the history of USโSoviet scientific cooperation, including joint research projects examining the biological and health effects of electromagnetic exposure.
Another important theme is the need to investigate children’s particular susceptibility and developmental needs when assessing electromagnetic exposure, especially in increasingly digital learning environments.
His submission concludes with an invitation to renew international scientific cooperation and consider how researchers from different countries can contribute to discussions about electromagnetic safety.
The accompanying paper, Biomedical Effects of EMF in Russia: 130 Years, provides further background on the Russian research tradition and its contribution to the wider scientific debate.

We welcome informed discussion about how international research can contribute to a careful, evidence-based assessment of EMF exposure and public-health protection.
